Yea if someone has crap graphics card and they get 40 FPS and then 60 FPS etc... They wont get banned. If they cap it to 40 FPS they gonna get banned. There is admin command sm_netstats that can be used to check roughly client's fps based on how much data its sending to server. If they cap to 60 fps, they will be sending about 66/s... if you run that command few times and it stays on 66/s it means the client is capping FPS. If the client has crap PC... it will show 40/s and then few seconds later it will show 80/s... clearly he/she is not capping and therefore the server and admins should ignore.
Yes. It was before on mani admin until it got leaked. It stops the constant use of it to send in wrong reports - I believe.
I don't understand how using v-sync reduces lag for you since using v-sync would be far more demanding on your system, you can limit the frame rate without having to use v-sync. just pop "fps_max 120" in the console and you should be good to go.
If i disable vsync and do fps_max 120, its totally shit to play, lots of stuttering ingame, wont hurt me when bhopping etc, but when im playing dust gg etc its a real PITA.

Mix if you use the top hud I can make you some buttons that toggle between 60 and 120 limits, so you can click them before you join a server.
Well, as the ban gets lifted anyway, its not a problem for me. ex: I tried to remember to set radar alpha to 0 to join HnS servers, i failed more or less every time... Read answer above :>
