I'm curious by definition is this not a secret? To reach the scout in pool one must either climb a hidden ladder or hidden wall platform to reach it. Many other maps have similar characteristics that have been defined as secrets by admins. Are CT's allowed to use this?

Since this is more or less effectively a report about myself, the area in question is here: This area can be access by standing in the corner where there is a gravity lift (Not an invisible ladder) which is a common feature in many maps and games. This is common knowledge to access this area and for it to be a secret... it has to be well... a secret. This thread is open to debate by clan members or regular players but it is not likely we will now turn this into a secret area where CTs are not allowed to go because they are 'camping the secret'. This is a common vantage point that has been used for years and since you have played for a while, it's just a bit bizarre to make this observation now, particularly when I was standing there prior to any T even being there. This stems from you whining and complaining for anything I do because you are on your last leg before being permanently banned from the servers.
I'll let other people reply, but I didn't even mention your name Wild. Your making this seem like it's a personal attack about you, when I'm asking an honest question about secrets for my knowledge. I had always thought this to be a secret. I'll leave it as that.
This area where wild was is not defined as a secret area. I have always allowed ct's to use it as an vantage point. Both on wardays and normal days to cover the area. I get your point as the "ladder" you define it as hidden, it is still a gravity ladder and can be used by anyone leading up to an area not hidden at all. This place has never been seen as a secret place and will not be.
Imo I actually thought it was a secret, there's no obvious place to get up there from a new players perspective, no ladders, no stairs. The chances of a new player/or old player who doesn't know the map too well standing in that corner to try and be lifted up isn't likely, and still isn't accessable unless you jump and guide yourself up there. There's also a secret button you can shoot in the middle jacuzzi to be tele'd up there, again I'd say this is meaningly hidden area by the mapmaker. I bet a fair few of people reading this right now don't even know what button I'm talking about...
I've always called it "Scout Secret". I think you'd struggle to justify it not being considered a secret, but at the same time, I see no point in disallowing CTs from being there. Its a secret by design, but I think you'd struggle to find anyone who wouldn't be able to get up there.
So I imagine it as if it was a sniper tower, there's a gravity lift to it which is a normal method of transport in some maps in CSS. But also happens to have a secret button that teleports. So the button is a secret, but the platform itself isn't.
I also call it the scout secret. However: I don't see that area as giving much of an advantage like other secrets have (e.g. the secret in LR room above guntoss on vip). So to me this is okay for CTs to be there. If the area had 1 way glass or made it hard to see the player in it then I'd say it's unfair for CTs to camp there - but it doesn't.
personally i dont see it as a secret, furthering waz's point anyone who goes up there can be killed easily by the opposite team.
The issue here is probably that there's no clear way up there, so you kind of just need to know one of the 3 ways up which are all fairly hidden. On the other hand though, it provides little benefit besides a vantage and a scout so I think it's fine compared to something like the scout secret in lr room which has 1 way glass.
