I've played cs:s for about 1 year and one of my freinds complained it's old and should play cs:go but once I launch cs:go I get 5-15 fps. Everything is at low and updated my drivers. No idea what my graphics card is it was a fairly new one from an old project.

A better way to get your pc hardware information is to use this software.
    Speccy: https://www.ccleaner.com/speccy/download/standard
Download it, it is free. It's safe. It is just a tool that gets system information from your PC. I have it too.
Run the software and take a screenshot of the summary part of your PC, just like I did. I use ShareX as a screenshot tool. It is really good.

8gb of ram is plenty so that’s not the issue

you shouldn't download and install unnecessary programs if all you need to do is type "device manager" or "system" in the windows search bar....
and certain parts of cc cleaner can actually cause conflicts with CSGO, not allowing you to join vac secured servers
also there is a built in screenshot tool in windows 10

Are you using a desktop or a laptop?

Device manager will only show GPU and CPU properly. My way with the software will also show what motherboard etc.
    How to open device manager:
    Easy:
    Video

    Hard:
    1. On your keyboard, press the Windows logo key and R at the same time to invoke the run box.
    2. Type devmgmt.msc and click OK.

If you don't want the software, you can always uninstall it after getting the information. But it is up to you. We need to know your specs. Also, putting everything to low settings won't always help as it depends on how much pixels and etc the pc must render. A better way to get more fps is to lower the resolution. E.g, playing on 16:9 Aspect ratio and 1920x1080 screen resolution with low settings is still a lot for the pc to render, but doing 4:3 and 1280x1024 is less work and could give an fps boost.

I would highly recommend changing your aspect ratio, and resolution to what I have. Lowering aspect ratio and resolution will make the game look less pleasing. If you want better quality, then do 16:9 and do a lower resolution.

    Global Shadow Quality: Very Low

    Model/Texture Detail: Low

    Effect Detail: Low

    Shader Detail: Low

    Multicore Rendering: Disabled

    Multisampling Anti-Aliasing Mode: None

    FXAA Anti-Aliasing: Disabled

    Texture Filtering Mode: Bilinear

    Wait for Vertical Sync: Disabled

    Motion Blur: Disabled

Evans mate, you CPU is a server one with a very low clock rate.
    Your GPU is ancient.

Tbh, youre getting about the FPS I'd expect.

Don't overclock! As we don't know what type of cooling you have. You could kill one of your hardware and ruin your PC. I would recommend doing what I said earlier https://hellclan.co.uk/threads/41698/#post-388854

Do that and you will gain more fps. Lower your aspect ratio to Normal 4:3 and resolution to something. Read the IMAGE!

The screenshot tool on windows is called "Snipping tool" or "snip and sketch"

Bro, no software or system tweaks are going to help you. In most cases those improve performance in a game by a small amount anyway, everything else is usually dependent on your hardware. From what I can see, you got some archaic shit, if you wanna play CS:GO or any other game at a reasonable FPS, I suggest you invest money in building a new PC or just buy one if you do not have the time or simply don't care enough to. Also CS:GO is a CPU reliant game meaning your graphics card here isn't the issue, thought it does suck regardless, you need a decent CPU to run CS:GO well. Anyways, it's 2020, upgrade your PC to something modern if you can!

Doing some research into it your cpu has a whopping four cores 0 threads and csgo's minium requirements are an cpu of 2 cores no threads Im no expert so dont quote me on this but you should only need to upgrade the gpu considering your pc is probably an server pc it should take full profile gpus
