Freekiller and disconnecting/rejoining to avoid vote ct ban

Reason:  He freekills till one or two people are left just to play LR. when we try vote ct ban him he leaves and rejoins to avoid getting banned    

Proof: Attached is a screenshot from console. you can see that at the very start of every round he will kill people in their cells. People will try to vote ct ban him but he then leaves then joins back to ct to avoid ban
