Slaying before new round starts

So it happened several times (including me as a vicitm) that someone got fk and slays exactly when the round ends and before the new round starts.

my question: is that even allowed?

IMO thats a dickhead action and should get punished

EDIT: not 10 secs before the rounds end the fk happened, it happens in the round or at the beginning

 

I slay them next round for doing this.. might as well not slay at all if you slay right at the end of the round unless the CT is about to do lr then it's fine I suppose.
